Resilient Network Systems appoints Richard Spires as CEO and Jonathan Hare as Executive Chairman

SAN FRANCISCO, CA – Resilient Network Systems, the leading provider of Trust Network solutions, today announced that the company has appointed Richard A. Spires as Chief Executive Officer (CEO) and member of the Board of Directors.

Spires brings nearly thirty years of transformative executive experience in both private and public technology sectors. As Chief Information Officer of the US Department of Homeland Security (DHS), he led strategy and operations, managing a $5.6 billion annual budget to unify and update DHS’ IT infrastructure. Previously, Spires filled Chief Information Officer and Deputy Commissioner roles at the IRS, where he managed one of the most complex IT modernization efforts ever undertaken. As Senior Vice President at SRA International, Inc., he founded and directed initiatives to provide technical solutions to the financial, telecommunications, and legal markets. After nearly seventeen years at SRA International, Spires succeeded in raising funds to spin out a data analytics start-up. The company, Mantas, Inc., was later acquired, providing a substantial positive return for the investors.

Spires holds a BS in Electrical Engineering and a BA in Mathematics from the University of Cincinnati, as well as an MS in Electrical Engineering from the George Washington University. Mr. Spires served as the Vice Chairman of the Federal Government CIO Council and as Co-Chairman of the Committee for National Security Systems (CNSS). He has won a number of awards, including the 2012 Fed 100 Government Executive Eagle Award and TechAmerica’s 2012 Government Executive of the Year. He was named a distinguished alumnus of the University of Cincinnati’s College of Engineering in 2006.
